Overcoming Challenges, Striving to Achieve Annual Targets – Group Corporation Holds 2023 Semi-Annual Work Conference and Anti-Corruption and Party Building Special Session

On the afternoon of August 5, the Group Corporation convened the 2023 Semi-Annual Work Conference and Anti-Corruption and Party Building Special Session in Hangzhou. Guided by Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, the conference comprehensively implemented the spirit of the 20th National Congress of the Communist Party of China and the 15th Provincial Party Congress. It followed the resolutions of the Provincial Party Committee’s “First Meeting of the New Year” and the requirements put forward by Secretary Yi Lianhong during his investigation on provincial state-owned enterprises. The conference firmly grasped the primary task of high-quality development, and advanced the progress of inspection and rectification. Centering on the “Year of Quality and Efficiency Enhancement”, it summarized the work of the first half of the year, analyzed existing problems, assessed the current situation, and planned and deployed the work for the second half of the year. Lian Jun, Secretary of the Party Committee and Chairman of the Group Corporation, delivered a speech, and Yang Zhenyu, Deputy Secretary of the Party Committee and General Manager, presented a work report. The meeting was presided over by Lian Jun.

In his speech titled “Facing Discrepancies, Transforming and Innovating, Striving for Progress, and Achieving Annual Targets in a Comprehensive and High-Quality Manner”, Lian Jun fully affirmed the achievements made by the Group Corporation in the first half of 2023. He highlighted the importance of meeting on the annual targets in the second half of the year, addressing discrepancies, and working vigorously to ensure overall improvement and steady progress in major economic indicators. He also called for the following actions. Firstly, intensify marketing efforts by establishing a strategic marketing system that adapts to the market, drives business growth, and generates demand. It is necessary to establish a market-oriented concept, stick to the “Eight Focuses”, concentrate on market and customer needs, build an effective marketing system, formulate leading marketing strategies, consolidate and expand market share, and improve overall efficiency, so as to promote the rapid and sound development of the company. Secondly, improve quality and efficiency to achieve excellent results by developing an operation mode focusing on core businesses, modern governance, and balanced progress in quantity and quality. It is imperative to change the concept of development, deeply understand the dialectical relationship between quantitative growth and qualitative improvement, continuously strengthen the level of governance, upgrade the industrial level, optimize operational capabilities, and maintain long-term competitiveness. Thirdly, promote transformative innovation to shape core competitive advantages in strategic leadership, optimized layout, and technological independency. It is important to highlight the main direction and key tasks of the new round of state-owned enterprise reform, focus on strategy development and benchmark alignment, promote layout optimization, develop emerging industries, deepen technological innovation, enhance industrial leadership, technological innovation, and security support, and accelerate the creation of a high-level modern new SOE. Fourthly, enhance capabilities to drive development by cultivating a cadre and talent team with strong political integrity, professional competence, and diligence. It is important to select, cultivate, employ and manage talents in an effective manner, build a cadre team with strong competence, sufficient top talents, and huge reserve. Fifthly, transform work style to enhance efficiency by nurturing a new image of state-owned enterprises characterized by responsibility, pragmatic efforts, and enterprising spirit. It is essential to carry out special actions for the “Four Governance and Four Promotion” style construction, highlight overall reform, and systematically reshape the mentality, ability, quality, and image of the party members and cadres. Sixthly, strengthen Party building and foundation by creating a robust and distinctive party building fortress centered on the core values. It is vital to continuously implement the policy of “integration and promotion of the whole enterprise”, coordinate “party building” and “rapid development”, and take grasping the grassroots, laying the foundation, and strengthening capabilities as a long-term and fundamental strategy, so that each party branch will become a strong battle fortress.

Yang Zhenyu delivered a work report titled “Promoting Transformation through Reform and Innovation, Assuming Responsibility for Development, and Striving for High-Quality Development with Outstanding Performance”. The report pointed out that in the first half of 2023, the Group Corporation’s development proceeded steadily and orderly, and its work received recognition from provincial leaders. The Group Corporation has proactively assumed and fulfilled responsibilities, promoted business development, and empowered its team, strived to be at the forefront of innovation, deepening reform, overcoming challenges, and pursuing openness. It has also strengthened the sense of responsibility by “setting an example” in serving the overall economy, systematically planed the layout and stepped up efforts in reform and breakthrough, strengthened technological empowerment and led the way in deepening innovation, tapped development potentials and “delivered real results” in opening up and upgrading, enhanced the concept of compliance, intensified efforts in management improvement, upgraded school operation capabilities, pioneered in the integration of production and education, and built a solid ideological foundation and took bold measures to lead party building. The report analyzed the current issues faced by the Group Corporation. Considering the domestic and international macroeconomic situations, it emphasized the significance to closely monitor the operational goals of “ensuring annual operating revenue of over RMB 38 billion and achieving a total profit of over RMB 980 million, both at a double-digit growth of over 5% YoY”. The report called for careful alignment with the key tasks set at the beginning of the year, the formulation of roadmaps and schedules, and accelerated implementation to ensure the high-quality completion of the annual key objectives. The report also put forward six requirements. Firstly, ensure steady market expansion, and fully complete the annual business goals. Secondly, focus on reform and optimize the layout, and accelerate the construction of a modern industrial system. Thirdly, promote innovation and development momentum and continuously improve technological innovation system. Fourthly, guarantee compliance and prevent risks, and continue to improve the efficiency of operation and management. Fifthly, enhance synergy to promote integration, and deepen the construction of a first-class vocational education group. Sixthly, strengthen party building, create new achievements, and drive new changes in the electromechanical industry.

The conference also included the inauguration ceremony of the “Central Research Institute” of the Group Corporation, awarding plaques to the “Central Research Institute” and the Ningbo Branch, of the Electromechanical Academy, Yunda Company, Xinlian Company, Military Industry Group “New Energy Technology Research Institute”, “Blasting Technology Research Institute” and “Defense Equipment Research Institute”. The conference recognized the winners of “Two Excellences and One Advance” and “Outstanding Technologists”.

The conference was attended by members of the Group Corporation’s leadership, external directors, full-time supervisors of provincial state-owned enterprises, managers of various departments at assistant level or above, leaders of secondary member units and their managers at assistant level or above, main leaders of tertiary member enterprises, and secondary colleges (schools) of member colleges, Starlight Plan participants, and personnel recognized for their contributions.
